| We members of
the National Council, the governing body of the Ghana National
Association of Teachers, having met and received report and
deliberated extensively on Educational and social issues do
hereby declare that:
1) Government discriminatory approach to compensation
management in the public service is not disastrous but also
a receipt for labour unrest.
2) The adjustment of the salaries of a section
of public sector workers out side the G.U.S.S has destroyed
the spirit and philosophy that underlie the pay structure
which tries to establish equity and fairness in the compensation
management in the country .The Ghana National Association
of Teachers will not support any attempt by government to
use discredited G.U.S.S pay structures as the basis for 2006/2007
negotiations.
3) We appreciate the issuance of a Collective Bargaining Certificate
to our association to enable her bargain for all categories
of teachers in the public sector We are hereby calling on
the Ghana Education Service to be in readiness to negotiate
effectively with GNAT, the employment representative.
4) The Teachers’ Conditions of Service
have been made redundant by the G.E.S inability to implement
especially those that have financial component such as T&T
,Transfer grants, supervision allowance etc. GNAT is therefore
calling on the GES to make funds available through adequate
budget provision to enable her pay all outstanding legitimate
entitlement of teachers before the end of the financial year.
5) The introduction of the current ‘Unified Code Conduct’
to regulate the personnel of the GES was done without due
negotiations as mandate by the Labour Law, 2003 (ACT 651)
and therefore makes it illegal and must be withdrawn forthwith.
6) This is to bring the serious attention of
the Government through the G.E.S and the Ministry of Science,
Sport and Education on the issues agitating the front of teachers
and hereby call for immediate resolution to avert any disaster.
