GNAT NOW OFFERED BARGAINING CERTIFICATE

The Ghana National Association of Teachers (GNAT) has been offered a Collective Bargaining Certificate (CBC) which would empower it to negotiate the terms and conditions of service on behalf of all teachers employment with the Ghana Education Service (GES) in accordance with the Labour Act of 2003. The certificate which presented with section with section 99 of the labor act, 2003 part II of the labour act 2003 (act 651)which deals with trade union and employers organizations and which took effect form march 31,2004 require a trade union to obtain a CBC before it could negotiate the terms and condition of service with employers on behalf of a particular group of workers.

According to the Acting Chief Labour Officer and Registration to trade union Mr Fosu Apenteng both the national association of graduate teachers (NAGRAT)applied to be certificate as against NAGRAT because it was identified as the against NAGRAT because it was identified as the union with more member .
This was done in consultation with the Ghana education service (GES) Mr.Apenteg presented the certificate to be president of GNAT ,Mr Joseph Kwaku Adjei at a meeting of the national council of the association in Kumasi.

Under this we have identified GNAT as the representative of all teachers in the country since we have obliged by law to issue only certificate to any particular group by law to issues only one graduates or not the same certificate should cover all them he said.
Mr Apenteng said GNAT satisfied all requirements before the certificate was issued.
Part 12 of the labour act (act 651) states that trade union shall make an application made should include the description of the class of workers in respect of whom the application is made and the estimated number o f members.

It further states that the chief labour officer shall subject its regulation made by ministry and determine which union to hold a CBC for the class of workers in a situation where there was more than trade union at the workplace Mr . Apeteng who doubles as the technical advisor to the government on policies that relates to labour said in this case GNAT was identified as more representation union as against NAGRAT .he said a certificate issued under the law covered all workers notwithstanding the fact that some of the workers of the class specified might not be member of the trade union which was issued with the certificate .he pointed out the at he issuance of the certificate called for GNAT to study the procedures for negotiations so as enable them to bargain well with their employers.
Mr Joseph Kwaku Adjei sad the evasion behavior by employers during negotiation would be a thing of the past now that the CBC was firmly in the hands of GNAT since we do things as a collective bargaining agreement (CBC)alongside the labour act (2003)so that we can conduct ourselves I a way that will suit professional teachers association as we as union leadership he said .

Mr Adjei added that the acquisition of the certificate was a good opportunity to repair their relation with NAGRAT and invited NAGRAT to consider the earlier o the national economy he said recent petroleum price hikes had trigged increase in price of consumer service and commodities ,particularly rent and transportation. He mentioned that it was unfortunate income levels had not raised alongside transportation and rent and said situation had given rise to frustration and anxiety among low income earners including teachers Mr.Adjei however called on the government to do its best to explore alternative sources of energy from the petroleum prices hikes on the world market.

He also called on the government to immediately halt the creeping dollarisation of good and service into the country ,adding that its was important that the government tackled the dilemma facing the economy soothe the progress made so far since it came to power would not be adversely affected
