Name
The name of the organization is the Commonwealth Teachers ‘Group
of teachers’ Unions affiliated to Education International.
It may be known and identified by the acronym CTG. Objects
1. The objects of the CTG are to :
* Provide advice and the means for the representation
of the interest of member organizations within the Commonwealth
to the Commonwealth Secretariat and to the collective body
of commonwealth Ministries in the context of the policies
of education international;
* Adopt and promote ethical values and standards
in accordance with education international policies;
* Provide means for the consideration , discussion and dissemination
of information and opinion on matters of common interest
to the organizations’ members;
* Provide collective and mutual support to
member organizations in matters affecting the interest of
those organizations and their members such as may be considered
by the CTG to be consistent with the aims and objectives
of Commonwealth institutions generally.
Membership
2. Originations affiliated to education international and
belonging to countries in membership of the commonwealth shall
be eligible for membership of CTG.
3. Membership of CTG is additionally open to
organizations affiliated to Education International and belonging
to countries expelled or for the time being suspended from
the commonwealth provided that the Co-ordinating Committee
of CTG constituted under these rules is satisfied that the
organization concerned is independent of the government of
the country concerned and is committed to the aims, objects
and values of CTG.
4. An eligible organization may secure membership
of CTG by registration with the Convener appointed under these
rules who shall maintain a register of member organizations
together with a list of organizations eligible for membership.
The register and list maintained by the Convener shall be
final on determining the rights of member organizations top
participate in CTG activities.
Management
5. the overriding decision making body of the
CTG shall be Convention of representatives of member organizations
present at the triennial world congress of Education International
or at the conference of the Commonwealth Education Ministries
as the case may be,or,in the event that meetings of representatives
of the member organizations appointed by them for the purpose
in members equivalent to those authorized to attend world
congress under the rules of Education International for the
time being in force.
6. Subject to the preceding provision, the
business of the CTG shall be conducted by a Co-ordinating
Committee of ten representatives of member organizations elected
by and from amongst the representatives of member organizations
present at each World Congress of Education International.
7. The Co-ordinating Committee shall elect a convenor and
a chairperson who shall have responsibility for calling meetings
of the committee and of the convention and for chairing such
meetings. The Convenor should be the chief spokesperson for
the CTG.
8. In the event that the Convenor is incapacitated
or for any other reason unable to fulfill his or her role
under these rules, he or she appoint another member of the
Co-ordinating Committee to act in his or her stead.
Quorum
9. The quorum for meetings of the Conventions
shall be a majority of the number of representatives of the
member organizations….
10. The quorum for meetings of the Co-ordinating
Committee shall be six.
Calling of Meeting and Requisitions
11. Ordinary meetings of the Co-ordinating
committee shall be called by the convenor and chairperson
according to a schedule for such meetings from time to time
determined by the committee.
12. Meetings of the convention other than those
taking place at the World Congress of Education International
and at the Conference of the commonwealth Education Ministers
shall be called either upon a decision of the co-ordinating
committee or upon receipt by the convenor of a requisition
signed by representatives of at least two-thirds of the member
organizations.
Finance and Expenses
13. The arrangements for the collection of
contributions from member organizations to meet such costs
and expenses incurred in the name of the CTG or by member
organizations on its behalf or on connection with participation
in its activities shall be such as the Co-ordinating Committee
shall from time to time decide. The CO-ordinating committee
shall appoint by election one of its members as Treasurer
to manage the CTG’S finances. No expenditure may be
incurred other than in accordance with decisions made by the
Co-ordinating Committee and payment of such expenditures shall
be subject to the approval of the convenor and chair person
Communications
14. The CTG may decide to punish from time
to time ,and at such other times as the Co-ordinating Committee
may decide , a publication to be known as ‘the Commonwealth
Teacher’ which shall be the official organ of the CTG
For communicating information about CTG’S activities
to member organizations and elsewhere as the Co-ordinating
Committee may decide.
Secretariat
15. There shall be a CTG secretariat established from time
to time as determined by the Co-ordinating committee, within
the office of a member organization volunteering to provide
such facility and considered by the Co-ordinating Committee
to be suitable for the purpose. The office in which such secretariat
is maintained shall be the address of CTG for the time being
appearing on its letter heading and in such other communications
as may be issued by CTG. Such address shall also be identified
as the address of CTG for any official communications which,
upon receipt, shall be brought to the attention of the convenor
at the earliest opportunity.
Voting
16. Each member of the Co-ordinating Committee
present at a meeting of the committee shall have one vote.
17. Voting at a convention of the CTG shall
be on the basis that each organization there represented shall
have one vote.
18. A proposal which a vote is taken either at a meeting of
the Co-ordinating committee or at a convention shall not be
considered carried unless a majority of the votes cast shall
be in favor of the proposal.
Interpretation and Alteration
19. Any ambiguity or uncertainty in the application
of these rules in any matter under consideration by the CTG
shall be resolved be a decision of the Co-ordinating committee.
20. Pending their endorsement at the first
meeting of a convention of the CTG following the CTG’S
establishment, these rules shall have effect as the constitution
and rules of the Commonwealth Teachers Group of unions Affiliated
to Education International.
21. These rules shall be for endorsement, with or without
amendment, by a simple majority of the representatives of
organizations eligible for membership and in attendance at
the first convention of the CTG each such organization being
entitled to cast one vote at that convention. The rules may
thereafter be amended by a majority vote at a convention of
the CTG upon a proposal made and seconded by registered member
organizations of which at lease 28 days notice has been given
to the convenor , the convenor being then obliged to give
at least 21days notice of the proposal to all registered and
eligible member organizations.
