COMMUNIQUE ISSUED AT THE 2ND QUADRENNAL (49TH) NATIONAL DELEGATES CONFERENCE, 2006

We the members of the Ghana National Association of Teachers, having met at the 2nd Quadrennial (49th) National Delegates Conference at the University of Ghana, Legon and having deliberated on a wide range of issues internal to the association, National and International, under the theme - ERADICATING POVERTY THROUGH EDUCATION do hereby adopt this 10-point communiqué:

  • GNAT being a non-political organization promises to work with all governments in as much as they are committed to the ideals of trade union rights, quality public education and teacher professionalism.
  • Government should expedite action on the decision to provide facilities for teachers to acquire housing and means of transport and in addition, we are calling for the immediate finalization of the report of the Presidential Commission on Pensions for implementation.
  • Recognizing education as an instrument for poverty eradication, GNAT associates itself with the stand of Education International that education is not a commodity and must be made available for all unconditionally and in addition government in its domestic policies and negotiations with World Trade Organization and other agencies must bear this in mind.
  • In order to maintain stability within our front as workers organizations and also ensure that we can together participate in the struggle against poverty and disease, GNAT is committed to maintaining and improving upon internal democracy within the Association and enjoins the leadership and membership of sister unions to safeguard this principle.
  • We recognize the immense potential of women and commit ourselves to promoting the empowerment of women teachers to enable them contribute more effectively their knowledge, skills and other resources to the development of the Association and thee nation and collaborate with other agencies and organizations at the national front striving for the same ideals.
  • The policy of capitation grant for basic schools is laudable but the teething problems bedeviling the policy should be looked at critically so that nobody becomes a victim of circumstances arising out of the ineffective implementation of the policy.
  • The Computerized Schools Selection and Placement System (CSSPS) is an excellent idea but the initial hiccups should be addressed. Also the non implementation of the 30% allocation to students drawn from the locality should be factored into the program.
  • Recognizing HIV-AIDS as a pandemic which is undermining development, we call on GNAT and GES to develop an HIV/Aids workplace policy. GNAT will continue to collaborate with all agencies involved in the fight against HIV-AIDS.
  • Recognizing the very important role Technical-Vocational Education plays in national development, we call on the Ministry of Education and Sports to implement the recommendations of the Education Reforms Review Committee on Technical-Vocational Education and Training. (TVET)Notable among the recommendations are the redesigning of the curriculum, adequately resourcing the sub-sector, teacher motivation and industrial attachment for students. These recommendations when implemented would attract and retain brilliant students who can progress along the educational ladder.
  • While commending the Government and people of Ghana for the political stability in the country so far we enjoin the Government and all political parties, civil society organizations, traditional authorities, religious bodies and the citizenry to continue to work towards maintaining the peace and stability and keep their eyes on flash points where there appear to be imminent danger.
