 Dear Sir,

CESSATION OF ANNUAL INCREMENTAL CREDITS FOR STAFF OF THE GHANA EDUCATION SERVICE AS A RESULT OF THE IMPLEMENTATION OF THE SSSS

 Information reaching GNAT indicates that the Annual Salary Increments for the Ghana Education Service staff has ceased with the implementation of the Single Spine Salary Structure (SSSS). Our understanding of the New Salary Policy is that Fair Wages and Salaries Commission (FWSC) will put in place, a service-wide performance management, monitoring and evaluation system, that will link compensation with improved productivity.

 The Government’s White Paper accepting the recommendation of the Consultant’s work went on further to state, under section 4:6 paragraph 3 second sentence, that “Once the system is in place, annual salary increments for public servants will no longer be automatic, but based on annual performance assessment.”

 We write to draw your attention to the fact that, since the Performance Management System is still not in place, the status quo should be maintained.

 We therefore appeal to you Sir, to use your good offices to request Controller and Accountant-General to restore the annual incremental credits to GES staff for 2011pending the institutionalization of performance appraisal system.
